The Commission of Experts for the Global Energy Prize is elected by the International Prize Award Committee. The size and the membership of the Commission of Experts are fixed for five years.
The main goal of the Commission of Experts consists in preliminary assessment of the projects nominated for the Prize.
The scope of authority vested in the Commission of Experts for the Global Energy Prize is as follows:
- developing the form for candidate applications to be submitted by persons eligible to nominate candidates for the Prize, developing the selection procedure and criteria for projects submitted for competition; obtaining the relevant approvals thereto from the International Prize Award Committee;
- recommending the scientists to be specially invited to participate in the current year’s Prize nomination process to the International Prize Award Committee;
- carrying out preliminary expert assessment of the projects received from candidates;
- engaging recognized scientists and top-notch specialists in expert assessment of the competing projects related to their particular academic specializations;
- identifying the most promising candidates, recommending candidates (up to five) to be elected Laureates of the Prize and submitting the list of them to the International Prize Award Committee along with the documents required to support the decision made, such as a motivated resolution and presentations featuring comparative analysis.
Appointed Chairman of the Commission of Experts is one of the members of the International Prize Award Committee elected for this position by the Board of Trustees.
Some of those contributing to the work of the Commission of Experts are the winners of the All-Russian Youth Energy Research Contest titled «Energy of Youth». Those members represent the Youth Expert Council of the Commission of Experts. The day before the Commission of Experts is supposed to meet, the members of the Youth Expert Council are assigned to study and discuss the projects duly submitted and nominated under strict confidentiality, and thereafter they must take a vote. The results of the work of the Youth Expert Council, including the voting results, are later presented at the meeting of the Commission of Experts.
